Saitō Seisaku was born in Tonami (Toyama prefecture). In 1954 his work was first accepted to the Nitten exhibition, he exhibited at Nitten continuously and in 1996 even became a Nitten judge. In 1955 his work won a prize at the Toyama prefecture exhibition. The following year he became a judge of the Hokuriku exhibition. In 1957 he became a pupil in Kyoto of Nihonga painter Nishiyama Suishō 西山翠嶂 (1879-1958). In 1960 he also became judge for the Toyama prefectural exhibitions. In 1961 he started studying under Nihonga artist Nishiyama Hideo 西山英雄 (1911- 1989) and joined his Nihonga artist art group ‘Hakuto group’ (朴土グループ). In 1971 he became the president of the Nihonga association, in 1982 also of the Toyama Fine Arts Association.
